place polls not thing polls

I don't think this would mesh very well with the system for city improvements. Improvements are city specific, so there would be some polls set up as to what to build in each city, and there would be some polls set up as to where to build military units. These would counteract each other, be confusing, and generally cause problems. Plus it gives too much power to whoever makes the polls in the first place because he can decide how many military units to vote over. Unless you are suggesting a separate poll for that, and if you are, there could be a real chance of the three different sets of polls getting conflicting, nonsensical results. Unless you see some way around this....
 
well the essential way its done is like so:

a poll is posted about a general number of units by the military leader. lets say that we then get 20 units in the next 50 turns from that poll. lets say that 45 turns in, we only have 15 units built. the military leader would then have the right to post a poll. any conterversial decisions {AKA, poll says a legion will be built in SkywalkerCity, yet the city poll says that a Supermarket will be built} will be decided by the president on the advice of the govoner and military leader.

its quite simple actually, and some say needed. Duck proposed somehthing similar

This should only be used to choose where wonders are built and in a national emergency where we need to make an army fast...Otherwise we myay as well get rid of governors if they are going to be continually over ruled...

I would say that this system should be utilized only during wartime, but in Civ II, one is almost always at war. Maybe it should be adopted during times of serious offensive or defensive action. The military advisor or president could start a poll to decide if it is such a time, and then we could vote on how many military units to produce where.

You may very well be on the right track here. With the above restriction, it could work. I think. If someone else has a different opinion, please say so. It won't hurt my feelings; the bricks that will come flying through your windows will be bricks of love. :p ;)

Gov's are needed, but some things are needed more. I'm not suggesting that we do this for everything, like marketplaces, but for things like military units, wonders, and special buildings {airports...} this is a good idea.

Thats what I meant...If they made a suprise attack on our homeland etc then it would probably be a national emergency.
