Playing Civ3 with KeepRes=1 & SkipIntro=0 kills my wifi connection the second the game starts

This is the most utterly baffling thing I have ever encountered and I truly have no idea why this is happening.

I noticed a few days ago that whenever I started up Civ3, my wifi would either disconnect entirely and say "no connection" or be so throttled to be basically unusable. This happens even when I play in offline mode in steam, and even when I tried to connect to my phone's mobile hotspot instead.

I did a completely fresh install of Civ3 on my desktop, and my wifi worked again, but as soon as I added KeepRes=1 & SkipIntro=0 to the .ini file, the wifi crashing instantly resumed.

And bizarrely enough, this only happens on my desktop, not my laptop, even on the same wifi connection, and my laptop files have the same modifications to the .ini.

I've been playing Civ3 on this computer for years, but this only became a problem a few days ago.

I feel like it has to be a hardware issue, but, I'm completely stumped. Does anybody have any ideas?

The game is basically unplayable without these modifications, so I can't just remove them and be done with it.
