Hi, I've been able to play Earth TSL with 13 civs, so I wanted to share a few tips:
  • For YnAMP mods, you can increase the player count in config.xml.
  • You will need a mod that adds more beliefs, like Twice More Beliefs! which doubles the number of religious beliefs allowed. This should be sufficient for up to 16 players.
  • Download additional civ mods to ensure you have enough unique civilizations. (I wouldn’t recommend using the same civ in multiple slots.)
  • Make sure you have enough civs for age transitions. For example, if you have 14 antiquity civs but only 13 exploration civs, starting a 14-player game will cause a crash at the age transition—even if one of the 14 antiquity civs was destroyed.
  • [Optional] Use a mod like Matt's Colours, which lets you customize leader colors. With many civs, distinguishing them isn't always easy. If needed, tweak the colors in the mod's XML to improve readability.
  • [Optional] Use Unlock all civs to ensure you're never locked at an age transition due to having no available civilizations (which happened to me in one of my games because of an error in my own custom civ mod).
  • [Optional] Edit the Map with Civ7Map to set TSL for the civs you’ve added. ;)

Feel free to share any other tips for enjoying an Earth TSL game with more than 8 civs!

There's also Gedemon's 'Classic Civ' mod, which makes it so the age reset doesn't force the players to change civs. This sounds like it would solve your 4th issue.
It also unlocks the Exploration Age civs for Antiquity, but not the Modern ones.

Yes, I tried it before, and this is probably the way to play with 30 civs.
However, I wanted the original gameplay with civ changes at age transitions.
It turned out that the unlock mod wasn't necessary; it was just my own civ (The Gauls, WIP) that wasn't properly configured to unlock other civs after antiquity.
