Looking at the virtues, arguably the most important thing in the game to balance, it seems that industry and knowledge only really has % boni boni based on what you have already built, and how much population you have. Thus making those trees bad for getting your empire up and running early, making it so that opening prosperity is by far the best gameplan for every game. Simple solution is to add some flat boni examples could be:

+3 production in cap
+1 production per city
+1 health from every tech earned
+4 science in capitol
+65% production towards settlers (maybe this already exists i dont know)
Libraries (or whatever is equivalent) provide 1 health in city

just something to give some boosts early

Prosperity will have early game health issues, but you will be able to grab alot of land. Might depends on your neighbors, since you can farm alien with a large army. You can poke at any AI outpost to make it yours so you will probably not suffer the negative health from annex/ puppeting a city. Might and Prosperity look like the best for early land grabbing.

Industry has +5 energy in capital, + energy from stations, and + health from trade routes(which are per city)

Knowledge has 50 per expedition (its more of a long term payoff tree though)

My beef with the virtue are, in addition to the lack of virtues that upgrade specialists (yes there is 1), that there are a lot of very generic bonuses; X% bonus pr city or Y yield pr basic resource. The "free virtue" bonuses are not very original either. I concur that the most important thing is balance, but it would be nice with more unique bonuses.

- Ability to buy units/buildings with culture or science. Would mean an interesting tradeoff
- Ability to convert population points into military units
- An upgrade to a random building you have in your Civ (like all Old Earth Relics)
- The next time you get a military upgrade or research a new unit, recieve a free (upgraded) unit.
- (x% chance that) Non-combat units attacked by aliens are not killed but moved to nearest city

And of course health and %-modifiers pr. specialist like suggested in the other post.
