Here is a save and a brief script I'm supplying to help people comment on my save and understand the viewpoint of my strategy, which could function as a guide to the basics of a espionage economy for some younger players.

--Guide

Priority Techs: Masonry, Sailing, Bronze Working, Writing, Alphabet, Code of Laws, Engineering, Education, Banking, Nationhood, Constitution, Democracy, Communism, Assembly Line.

Priority Buildings: Barracks, Lighthouse, Courthouse, Castle, Jail, Security Bureau, Intelligence Agency, Factory

Leader Traits: Organized, Philosophical.

Wonders: The Great Wall.

(optional) Wonders: The Pyramids, The Kremlin, The Statue of Liberty.

National Wonders: Scotland Yard.

Recommended Leader Combo: Fredrick of Zululand

Civics: Nationhood, Slavery, Representation, Mercantilism

Recommended Resources: Stone, Copper.

(optional) 2-3 Great Engineers: Hurry Productions, The Kremlin, The Statue of Liberty.

Information: I went for The Great Wall but missed due to negligence, so I've postponed all techs until Code of Laws is attained to start generating Great Spies.

I've allowed cities to go into unhappiness because I've basically been whipping every citizen away up until that save and letting it drown into unhappiness, keeping only my capital at the population cap to maintain my science/commerce

The Commerce city is building The Pyramids for coin not to actually complete the wonder.

The idea behing the city placement is to maximize my early game and form a core city being the capital with a outer ring protecting it, it also cuts down on maintenance and allows me to share tiles in the early game.
