Hello and welcome to the Civ 4 community
A few questions to help me understand the nature of the problem:
Are you trying to play the disc version itself? Or are you playing it from Steam? Or are you trying to convert the disc version to the Steam version?
And once in the game, what multiplayer mode are you trying to use?
It's hard for me to help too much until I know more, but here is some general info in case it helps:
If you're using the Steam version, DirectIP has been completely removed in the latest update. In order to use DirectIP from Steam, you'll need to install the older (GameSpy) version. Fortunately enough people complained that they made it available as a beta download:

If you have the disc version and are trying to play with others via Steamworks, you need to get the disc version changed to the Steam version. It sounds like you may be able to contact 2k to do this. I'm assuming you'll need to provide some type of verification to them, but I haven't done this myself so I'm not sure exactly what they require:

If you're using the disc version and are just happy to use that, double-check that you're using the latest patch (3.19). To check this, select the "Advanced" menu, and then the "About this build" menu. If you're not on the latest version and the in-game update function doesn't work, you can download the patch directly from here:
