How/where do i get started, if I want to create a brand new kind of trade option?

Start by describing it to increase the chances of someone being able to help point you in the right direction. I will say, however, that when I was looking at logging all diplomacy transactions, the screen was built by the game engine (EXE) which is not moddable.

3.17 moved some diplo code to the SDK. It was used by the Conqueror's Delight mod to create a couple new options including worker trading.
