    Concepts:
    The major city states Greece will be represented by civilizations that can rarely found new cities. Minor city-states are represented by, well, city-states. Like in OCC, you can conquer other city states. Technologies will be more specific than that of normal classical era. 15-20 in all. Some techs will be negative. City razing will not destroy cities.

    Rational Thought- Academy building is unlocked
    Horseback Riding- Horseman unlocked, Stables
    Phalanx- Unlocks Phalanx 1 promotion.
    Gods and Goddesses- Parthenon unlocked.

    Olympic Games- Olympic Games Built in Olympia. Chariot Races gain +2 culture.
    Drama and Poetry- Same as ingame.
    Mathematics- Same as ingame
    Military Might- Military Academy unlocked
    Philosophy- Great Thinkers unlocked, Same as ingame

    While one cannot found new cities quickly, you could still expand your "empire" by conquering other cities. If you raze a city, wonders will randomly become ruins, and population stops decreasing at 1.

    Wasn't Thebes the last powerful city state before falling to Macedonia. I mean once Athens lost, and Sparta won and then faded, Thebes gained ascendancy, if I recall correctly. I wonder if it shouldn't be a major power civ as well. I suppose it depends how long your scenario goes.

    From Wikipedia:

    The Classical period (c. 500 – 323 BC) is characterised by a style which was considered by later observers to be exemplary (i.e. 'classical')—for instance the Parthenon. Politically, the Classical Period was dominated by Athens and the Delian League during the 5th century, displaced by Spartan hegemony during the early 4th century BC, before power shifted to Thebes and the Boeotian League and finally to the League of Corinth led by Macedon.

    This shows the shifts in power amongst the city-states in Greece. By this, I would say Athens, Sparta, Thebes and Corinth should be major civs.

    Your other major civs were powers in the Archaic period, I think.
