in the new update, religion is going to be a new way to effect loyalty. However perhaps in late game, you could introduce a mechanic to manipulate city loyalty, in a more dynamic way by (spreading political ideas) so for instance communism, democracy or fascism. could be a interesting when a nation goes from a monarchy to democracy (a region denouncing or even killing a monarch) or colonies wanting to be free from oppression "foreign governments". taking it even further especially with the new golden age mechanic perhaps your performance could give you a better king in a monarchy or a different president in a democracy ( so if you are militarily successful your monarch gives you a bonus to military units in the city he's present in like a governor. or you get a culture science bonus). However unlike policies you can't choose your king president and perhaps you could be restricted on policies so you can't have free speech in a facist government or a peaceful king would mean you have less military slots. consider the following if your too aggressive with a democratic government you get a facist leader and the government is overthrown and you have to play as a facist government or fight a civil war, meaning until the civil war is resolved you can't declare war and you get a science culture nerf. I'm not sure what units you could introduce to effect a cities political leaning perhaps ( a form of great people philosophers and politicians). perhaps events could be triggered by having low amenities were the king is killed and your thrown into a republic or civil war and you can fight to put a king back on the the thrown or to establish the first republic (and then you get special bonuses). so if your the first republic your cities exert more pressure on rival cities under a monarchy or theocracy but your foreign policy is effect and monarchies will hate you and could declare a "philosophical war or political war"

not sure what you guys think but I thought this could be interesting and introduce a more dynamic play style particularly in the colonial and later areas.
