He decided to eliminate the competition by making this move in my opinion: blocking the expansion of Humankid
Civ has nothing to do with the future of Humankind. Given its poor reception, it's doubtful Humankind had much of a future anyway, and Amplitude's latest announcement makes it pretty clear they're heading back to the Endless universe (which IMO is for the best as that was always their strength).

1. In the past it was possible for people with DLC to play against people without it, the latter just didn't have access to particular civs and leaders, I expect it to be the same in Civ7. And while it could be frustrating to not have such access, it's totally playable.
Yeah I know, except for expansions. But anyway it could be frustration from either part (can't pick/banned)
2. Civ7 is still mostly single-player game, especially for more casual players, so for them not having DLC is not a big problem (two days ago my wife finally purchased the last expansion for Civ5, it never was a problem for her).
Firaxis cared as to today about the multiplayer game, because it can be so fun obviously and can kill in the egg any complaint about AI being too easy to beat in Deity.

The problem with that franchise in multiplayer is that it can take a good lump of time to play until everyone quits unless you PBEM which can feel obviously horribly slow. Not talking about random games with random players where a bunch of problems can appear. It can be fun, if only you wouldn't feel scammed sometimes. Best multis are Civ4 and Civ3 btw. (can play as an action game, it's crazy)

You cannot make it appear when you edit.
 
For the first time with the franchise, I'm not excited. I try to understand why:
I have Humankind for several years, so "switching" is not new to me.
I don't like to have Confucius or Machiavelli as leaders.
Graphics seem to be more detailed but he map really looks like civ6's.
I'd like to have a spherical map this time, and earth quakes.

What I like and seems new to me: navigable rivers.
