that each minister have polls to last thier department for a minimum of 25 turns. sci is currentley at 10 a turn, so have 3 things to devlop. each city should have things to devlop for 25 turns. etc...

this will ensure that we CAN play 20 turns, and get this game moving.

I am currently attempting to obtain a fuller version of the tech tree on my computer so that I can see what side tech will be needed. Sixchan posted one a long time ago but my comp isn't running it. If I can't find something, I will turn it over to my deputy and may, eventually, resign.
