I see. A bit of a shame, really, I was thinking about asking on GitHub for this but I guess it won't happen if this was rejected earlier. It makes sense, since there is a lot of predictive estimation involved in judging when to pillage one's own tiles.

That being said, however, my point still stands, which is that it is somewhat easier for the attacker to disrupt tunnels using scouts or helicopters than it is for the tunnel owner, who has to use workers. It's not a huge deal, though, and at this point I'm a bit ambivalent when it comes to this poll.
 
From a modder's perspective, I suppose making two separate columns for passing either ice or mountains makes sense? Or can this already be done via UnitPromotions_Terrains and UnitPromotions_Features?

+ Or alternatively, workers (and archeologists) can go on OWNED mountains (past ballistics technology), and build roads to allow other units, allied or not, to go on the mountain.

This is best case imo... i don't see it overlapping w/ inca ability very much as some have posted

Not to mention the AI aren't exactly trained to hide workers/archaeologist inside a mountain.

this highlights the problem with OP scenario I think... HUMAN is able to send workers as scouts into enemy mountains and grief AI who cannot effectively do same
 
Does it help if we give a combat unit the ability to cross mountains? Then the AI can just use that to cap the workers. Best unit for this is probably the recon line.

Don't zeppelins do that already?
And Helicopter Gunships.. I suppose Recon could use a buff(as a promotion) since its combat-usage is very... limited.

Traverser is a pretty awkward word. How about something like 'Heavy Duty Equipment"?
 
Why not call it Engineering Corp? The military engineers are often the ones sent out to do mountain/northern development.

That seems decent, would that match with archaeologists as well? (They have this promotion to access dig sites hidden behind ice).
