I just remember it being the naked guys, who are usually attributed to the Gauls. :p

It seems that they were trying to go for Pan-Celticism in their Civ design unlike previous entries. Ironically I don't think any of the attributes included any traits from Gaul at all, mainly the British Isles, which would attribute to what I mentioned.
They were definitely appealing to that particular market, no question. It once more makes me cross my fingers for the Gauls, because frankly Civ5 made me not want a Celts civ yet I would rather like a Celtic civ--and Civ6's Scotland is more Anglo-Norman than Celtic. :p (Makes me wonder what they'd use for music. It would be completely ahistorical, but I'd bet they'd look to Breton folk music--which is fine by me because the Bretons have some fine folk songs, though Galician/Asturian folk music might actually be closer to what Gaulish music sounded like.)

Age of Empires II has a short, musical introduction for each civilization, played when you start a game, and I'm sure several must be ahistorical, given the circumstances, like the ones for the Huns and the Goths, however funky and ominous they sound...
 
Unrelated to Gauls but related to music, I kind of had to look back at my choices when I was brought back to this thread today. Scythian themes introduced me to and made me a lover of duduk, and that would mean a new reason (a strong at it, I listen to Civ music a lot) for wanting Armenia for me. Though it seems I had it among my five choices even before anyway.
 
Goths and Austria can be put into the game easily without splitting up Germany, and has in Civ 5, with both Austria and Germany being present.
Considering the state of Prussia was the leading force behind German unification, I don't think it needs to be separate either. A Prussian leader for Germany would be fine.
I'd stood with Prussia and Germany being one and same (under different leaderships and eras) and Austria being another. Much of Austria itself not only composed of Germans, but also Italians, Slavic, and (maybe) Islamic ethnicities as well. (particularly when the Empire reformed itself into Austro Hungary and looking southward)
 
Papal States would be a great religious/diplomacy focused Civ. Maybe some interesting way of interacting with City States, even flipping them.
Not military focused but Swiss Guard has to be a unique unit.

I see them as too limited on their own. And the CivVI religion system (which is already the most poorly done aspect of the game mechanics by far, and my least favourite part of the game in terms of application) would prevent them from working properly or getting any justice.

Vatican City was just confirmed as a new city-state so they most likely won't be include, at least in Civ 6.
