Pollution from population

I'm customizing my game where (hopefully) only nukes produce pollution, with workers not able to clear it. However it is a problem when your cities produce tiny bit amounts even you have all pollution reducing improvements. I plan to add some cap to pop limit if it removes the pollution. So my question is:

At which point your cities start to gain pollution from population?
 
You can add pollution reduction to all your buildings, but it will only cut it down to 1 for pop and 1 for buildings, so you still have a small chance of pollution when you have everything modded to reduce it.
 
It's linked to city size level 3, i.e. polution from population can only occur in a metropolis.
 
Per example in CCM you don´t have a real city-size 3 (limit for that size 999) and therefore no population pollution in the game.
 
That's good to hear. Also if I mod all pollution producing building to make 0 pollution, my cities won't produce pollution at all?

I guess there isn't any way to separate worker actions for clearing bombardment craters and pollution?
 
1: yes (buidding pollution = 0 and no real metropoplis city size)
