population dependent production

or simply "workforce". in civIII, if we irrigate grassland tiles, our city grows up to 40 but production decreases. if we mine, production increases but pop does not get high.. i suggest city center gets a production bonus based on pop and that would be high.
OR,
no more mines!!! outside-city areas are either farmlands or industrial areas.. instead of city production dependent on outside squares, take the "workforce". e.g. 30 % of city works on prodution, 10 % on entertaintment etc. this will bring employment -unemployment problems and this is what countries suffer.. (i said 30% on prod but this will be dependent on city improvements such as factories, blacksmiths ...)
here, a city will need several factories inside or industrial zones outside.. (city expansion) industrial age problem : farmlands or industrial zones?

every square could be a farmland!! no need to fresh water. irrigation will increase farm output..
