Population Requirement for a structure?

I couldn't find any nice easy xml tag that sets this so I guess I'll have to try the harder way.

I have a building that I want to require a city to be size 5 or greater before it can be built. Given that code for building requirements of so many other kinds is already in there I can't imagine it's a drastically difficult thing to do, but I've racked my brains and mooched about the SDK but there's so much in there I don't really know where to start!

You can probably make this happen using the Python "canBuild" callback in CvGameUtils.py; make sure you enable the callback in PythonCallbackDefines.xml
