Possibilities, Compatible Civics, Unit PrereqCivic bts

I was wondering if it was possible to have incompatible civics and civics which act differently depending on what their combinded with.
As im attempting a mod to split the government catagory
So that to create what used to be Police State, [Conscription, +25 Mili production -25% War Weariness] one combines Absolutism and Military, while if Absolutism is combined with Clergy brings about a Theocracy, [+1 gold from state churches ,10% FreeMilitaryUnitsPopulationPercent, no negative effects from Single Faith.]
And also incompatibilities where you cannot adopt any government more complicated than despotism without a ruling class, Mercant class cant adopt state property, Clergy free religion and Miltary pacifism, representation or universal representation.

Also wondering if the Unit PrereqCivic mod-component has been updated to BtS or if the warlord is compatible, and if theres a way to cause defection rather than deletion of civic obseleted units. Did i search on the term and came up with a lot of irrevevants but ive seen prereqcivic in warlords mods, ceasium so i know it exists but havent been able to find the python for it, if it needs it.
