Possible 1066 scenario bug

I've played this scenario twice now as an invader and have been unable to build the doomsday shire in the cities. I realize that these shires must be built in cities eight tiles from London, but I am not even given the option to build one, nor was it built prior to my invasion.

Is this a known issue or am I missing something?

This could be a bug. Are the doomsday shires already built? You can check if they are built on the right hand side of the city screen.

The scenario worked fine, London is usually in the southern part and you can't build the doomsday shrine on all of the surrounding cities like thetford for example for some reason.
