So I was playing a game on King, and no matter if i offered the AI cities, gold, whatever, they refused to declare war on each other.
I even had allies where we had tons of pacts together, trade agreements, and were great allies, but they would not OK declaring war with me against any other civs, even one near them that was clearly winning the game and we needed to stop them.
Occasionally they ask ME to go to war with them, but if i say no, then ask right back the next turn regarding the same civ, they say no. it seems totally random and isn't working right IMO.
