This is a possible bug report, or alternatively me being silly. I have a single player game with the current Steam version (I'm guessing there hasn't been a patch yet). I'm playing a continental map and suddenly some of my cities no longer displays any tiles to purchase when I use the "Purchase Tile" function. Some cities still do, and the ones that do not have 1-3 tiles room the the nearest sea tile (in this example).
Is this an intentional part of the game or an actual bug?
