[possible bug] merchant navy policy not working?

I'm not sure what's going on, but I have a lot of (so I assume) coastal cities. I decided that merchant navy would be a valuable thing considering what I have for map placement.

I got it and it's been about 5 turns now and I see no indication that I got the + production bonus in any of my cities.

So, the questions I have are:

1. what constitutes a 'coastal city'?

2. Is this a known bug and I just didn't use the search function thoroughly enough?

3. Does it exist and just isn't documented on any city screen via mousing over 'production' and seeing the breakdown?

Quite puzzled by this, indeed. I mouse over production and I see the breakdowns for other policies (wonder modification %, etc etc) but nothing about the +3 production from social policies. Any info on this would be appreciated.
 
A coastal city is pretty much what you think it is -- one that borders a coastal tile which is part of an ocean. However most of these bonuses are simply applied to the city square and so they get filed under "from terrain" rather than having a separate listing. Check the production yield of the center city tile for your coastal cities and see if it is giving 5 :c5production: instead of the normal 2.
 
turns out your advice was right. the + production just shows up on the tile and all coastal cities show 5 production during regular times.
