I didn't screen-shot this, as I don't think the achievement notifications are captured in a screen-shot anyways since they are part of the Steam overlay, and I don't have any other method of in-game vid-cap or screen-cap.
The issue is that I am playing the American Civil War scenario on Deity and ran out of time. After the 50th turn, the game ends with a defeat screen, yet I also get the Red Badge of Courage achievement for winning the scenario.
I know achieves are bugged often enough that it's likely not a big deal, and normally I wouldn't care, but I just got credited with an achievement that is actually a hard one to get. I've beaten the game on Deity before (non-scenario games), but this achieve seems even harder to get, so I went for it. I was close to winning, had artillery ringed around Richmond, but just not enough time to win, so I don't feel as bad as I would have if I had been no where near victory.
All this was of 12/22/2013. I scanned the confirmed bugs quickly and didn't see this listed, which either means it's something new, or that I just missed it being posted.
Again, sorry for not getting a screenshot or having any other evidence. My only suggestion to try and confirm this would be to have people who never even played the scenario fire it up on Deity and survive long enough to lose on time (not hard to survive, just pick Union and surround Washington with units if need be... only taking the enemy capitol is all that hard).
