Possible Bug?

Dare I say Bug, Washington (I play on Noble these days) is being a pain in the butt:mad:

He want's me to stop trading with one of the other civs, and I am not even trading with any of them?:confused:

He seems to be very aggressive in dealinsg with him, but anyway how can I stop trading with a civ when I am not even trading to start with?:confused:

I had to start again.
 
Do you have open borders with them? IIRC the AI considers this as trading too.

Open Borders counts for a good reason, too. Trade routes occur automatically in Civ 4 (other than certain research/civics that add/restrict trade routes). Having a trade route with another civ, especially if it is a civ overseas, is worth more than domestic trade. So, the fact that you have open borders with one of their enemies (and thus they have open borders with you) means they are getting more income in commerce than they would be otherwise.

So, there is a good reason why the AI considers "open borders" to be trade.
