Possible bug?

Possible bug: when I conquered the ottomans, I selected annex for Istanbul and razed his other city (early in the game). And yet when I tried to change anything, it told me the city Istanbul was my puppet and I could not change anything, although I could go in to the city screen. Did I do something wrong, or what?
PS I don’t know how to post a save so…

Well if you annexed it asap then it's in disorder. It takes a few turns until your able to build anything. Or you accidently puppeted it, the patch added the ability to look at puppets. When you click the city an if no pop up box with options comes up then you most likely have annexed but it's in disorder.

its now been like 50 turns since. still nada. says its a puppet.

Hmm, maybe it is a bug. There's no pop up that says annex or view city I'll take it. Maybe try saving then reloading the game? If it's still there post a save in the bugs forum.
