Possible Exploit from Culture

Hi,

I dunno if this has been proposed, but here goes:

You know how AI always makes sure that every piece of the land is covered by SOME civilization? Even if it means sneaking one settler in and get that city in? Well, if you are playing a strong-cultured civ, you will surely welcome such free city; how about we exploit this. We can exchange this city for tech, money, or map or whatever to any civ there (probably takes some time to find the best bargain), then just sit back and wait for it to revert back to your control again...will that work?

The REAL benefit of culture is that, if the other civs are really in awe of you, they start getting really compliant in diplomacy... you can start wringing LOTS of gold out of them. So, if you have the tech lead, you can have an immense amount of gold.
 
I was thinking that but then I read somewhere that when you trade a city or get one via culture all the citizens are of your nationality. So it might not work. You should try it though just to see.
