Specifically, would it be possible to edit it so that every copy of a luxury gives an amenity to a further group of 4 cities (like some of us originally assumed)? All I can find in the XML is the flat value ("happiness") of 4, with no impact on copies.
Possible to edit the amenities values of luxuries?

Side-Question, did you check if changing the happiness changed the number of cities the luxury provided amenities for? +1 Amentities for 4 cities is the default. It would make sense. I'm trying to figure something else out or I'd test it myself
