First:
Military Cards are behind the government window. Can't select any of them


Clicking "Military" solves it.



I can build Angkor Wat without "Aquaeduct owned by this city"

Do you play with mods (those custom map pins are saying yes). Turn them off and try then, looks like GUI problems for all 3 (can you actually build AW or it just appear as you could?).
