Principalities of Free Arete

    The Principalities is a tight coalition of 3 free medieval republican states, each with their own government and public servants. Each state has a set of 2-5 ministers that are selected into office by an Electorate Board (EB) of 3 citizens


    The PNA is an opposition to the currently ruling faction in Arete, and will not subdue to their cruel oppression. The goal of the faction is to build a mighty empire that will dominate the world. Art and culture is of vital importance to it's people, as well as commerce. It 's citizens seek to conquer the world by cultural dominance. We also must find other tribes, to trade with and make friends. War is not to be taken lightly.


    The individual states are: Caeretia, Basca and Echeotia

    The shadow game is played by the Secretary General (SG) of PNA, if PNA is to become the Prime Faction of Arete.


    Other parts of the constitution, especially those required by the prime faction are to be voted upon BEFORE an internal vote for the Principalities to become a Prime Faction Electorate (PFE).


    Please note that PNA cannot become a PFE prior to the discovery of Representation in Arete. As such, voting for anarchy is out of the question before this condition is met.

    Citizenship


    Any free citizen of Arete (one that is not a thrall of the other factions) can become a citizen by posting a message with their preferred state in the signup thread: http://forums.civfanatics.com/showthread.php?p=6772692#post6772692


    Enlisted citizens are posted in this thread.


    The Secretary General (SG) may assign citizens to different states, upon discretion.


    Citizens may change states freely by posting a message in this thread.


    When becoming a citizen, one is required by LAW to put into one's signature the following:


    Citizen of <Name of state> of the Principalities Of New Arete (Demogame III)

    Failure to comply may result in the loss of citizenship.




    Law of the State


    Each state can assign names and functions to their ministries as they see fit and further have their own rules and regulations, which MUST be voted upon. Here is the suggested arrangement of ministries, however:


    Ministry of Finance
    Ministry of Foreign affairs
    Ministry of Internal affairs
    Ministry of War
    Ministry of Religion




    Law of State Eligibility


    Individual states become functional and thus eligible to participate in government affairs when the following conditions are met:


    Each state must have 5+ citizens (2 ministers and 3 EB members &#8211; see State law below).


    The state must vote to become functional by a majority vote (50% or more votes) by individual citizens, once the minimum requirements are met.


    A state will lose it's eligibility if it loses too many citizens and thus can no longer fullfill the afore mentioned condition.


    State law


    Each state can have it's own bylaws, chosen by it's citizens. The first bylaw a state must vote upon, is the selection method of the state's EB. If the state chooses not to vote for a new method, a majority vote (over 50% of votes) is assumed.


    Laws are always proposed by ministers, when at least 2 ministers agree upon a resolution to be posted.

    Voting


    1. Vote for State Governement


    The EB consists of 3 members of each states citizens. Each state is responsible for fulfilling it's minister posts. The manner of electing EB members is up to each individual state, although voting is encouraged. The first EB is always the first 3 citizens of the state. The first 2 other citizens become the first government and as such, ministers. A residing minister cannot be a member of the EB, but a member of the EB is eligible to become a minister.


    The state can overthrow it's government at any time, if 2 or more state citizens so demand. This will result in the forming of a new EB by majority (over 50% votes) or in the manner the state has chosen to elect it's EB members, and a new vote by the new EB for a new government.


    All free citizens are eligible to become an electorate or minister, but cannot be both.




    2. Vote for the Secretary General


    All decicions made by the Principalities are announced publicly in Arete by the Secretary General (SG). The SG is chosen for life by the individual EB:s (9 votes total if all states are fully functional). The SG can be given a vote of non-confidence by the EB, if 3 or more members so choose.


    The first SG is the founder of the PNA faction (obviously).


    The function of the SG is to declare wether PNA will apply for vote on becoming a Prime Faction Electorate (PFE) of Arete. He will also declare WAR or PEACE. He will announce change of Civics and religions by the Principalities. Also all other public announcements are given by the SG.


    The SG will play the shadow game if PNA is elected as the Prime Faction of Arete.


    3. General votes


    The SG will do the above at the consent of citizens, via a grand vote. Each state's citizens vote for their state's opinion. Votes are tallied and compared. The faction that has over 50% of votes will win.


    4. Other votes of the Principalities


    Other propositions for state affairs can be made by individual ministers, if 2 or more will back it. These ministers can be from different states, however.

    Looks good, just hope this survives until Representation. Barring somehow building the Pyramids, it's going to be a long time before we get there...

    Something tells me they won't be too receptive to your pleas. Sucking up to the leaders is a good way to survive.

    Otherwise, it looks like a great faction. I am in favour of a city states form of government.

    Thanks for the invitation. We shall see if the states agree, but I will make a proposition for a resolution to the States, once we got at least one. ;)

    It is best to be both feared and loved; however, if one cannot be both it is better to be feared than loved (Il Principe) ;)
