In the base game, the Privateer does not have a national affiliation, so they don't start war when preying on other civs. How do I change this in a mod so that the Privateer is civ-specific and thus can trigger wars? I looked in the Editor, but couldn't find an appropriate flag.

    Thanks

    Isn't the flag "Hidden Nationality"?

I don't know; didn't see it. If someone could confirm? Also, would that be on the Units tab?
