I've always heard something about the "privateer" bug but never really understood it before. How does this work exactly? For example, if I attack (not just bombard) an enemy privateer and defeat it, and it belongs to a tribe I'm at peace with, will I declare war on them? If I bombard a privateer of a tribe that I have a peace treaty with, will I declare war on them?

The "Privateer-Bug" works different:

Those links are broken for me - the ... that I see on the screen is actually a ... when I click on it, rather than filling in the missing text.

Anyway, the privateer bug is that the AI will attack privateers whenever they find them. If you have a privateer in an otherwise undefended coastal city, the AI will see it and attack your city. When they attack your city, they declare war on you. They don't intend to start the war, they just want to kill the pirates, so it is somewhat related to the sub bug.

So, if I sink a privateer of a friendly AI, I won't declare war on them?

I see that as working as it should. The bug aspect is they should not be attacking the privateer in a town. Being in a nations coastal waters is at best provocative and possibly an act of war.

Yes you can sink all the privateers in open seas that you want with zero repercussions.

Just to nitpick a little. The privateers are not attacked, but bombarded. Which means that not any ship can cause a war that way. It's got to be frigates, or higher. It also means that you are not going to lose your unit.

Privateers are a waste of time. The AI can't use naval forces properly (escorting a sub with a carrier? Seriously?) and using a privateer to cause war by putting it in your coastal city is kind of an exploit.
