I selected 1936 Europe , Germany. I press enter for next turn, click open play then start editing the map to a certain point in WWII, creating permanent alliances and whos at war with who. I save it, open it up on notepad and delete all the PermanentWarPeace=XX so I could declare war on anyone and anyone else could declare war on me or whoever they wanted. I edit other bits as well before saving the notepad document. Load the edited map, as Germany and I can't declare war on anyone (I'm already at war with Canada and the UK, as I edited it in the diplomacy box) but I want the option that other civs in the game can war with each other including me. I go back to the notepad document and the PermanentWarPeace=XX is back, how do I get rid of it???
