Problems with a Scenario

[General McUgly]

I'm starting the scenario that focuses on the colonial era(you play as a European power or an American Civilization), but I'm unable to choose any options for the game besides difficulty. I get put into as the Inca, and on the quick game speed.

Its probably taking some of my settings from my normal game, but that doesn't explain why it won't let me pick my civ. Any help?
