Production numbers not adding up.

I captured a couple of capitals in my current game, but the production costs in one of them don't add up. Not sure if this is a bug or if I'm missing some sort of mechanic?

I think it took about 100 turns for me to repair the Campus District. It's saying 70 more turns to build a worker while I have the +30% policy, and the town itself has 10.5 production / turn.

Here's a picture showing the city, looking at the Library. It's saying it's going to take 97 turns to complete, but with my production it should take about 31. (Also attached my save)

Note: In this game Maps.xml was modified to increase size of Huge Map (212x132)

You are correct, it appears to be the same issue.

I reassigned the citizens trying to fix it, I ended up clicking the production cog (to allocate citizens to maximum production). After going to the next turn it seemed to correct the production values for everything except what I was building: a builder..

I also noticed the "turns to complete" bar was a little wonky. Here's another Pic & save.
