Why are none of your WLTKD fulfilled? That growth is very valuable and well worth paying for IMO. You could also fulfill a few city-state quests that would pay for it.

One of those things I've never been good at remembering. I tried playing Indonesia to drill this mechanic into my head, but it never stuck. Some luxury is impossible to obtain for a long time and then I never think to check on it later. (Although in this case, I'm pretty sure they're all controlled by civs I'm at war or Hostile with.)

All the CS quests are either being worked on or aren't doable for various reasons.

Sorry, guess I need to make my wording more clear. I meant you have some city state quests that would give you money/influence for getting the luxuries you need for WLTKD (namely Citrus/Sugar as far as I can see).

If I'm already allied with a CS, I'll save the resource requests for last minute influence right before a vote, to protect against AIs doing the same thing. Otherwise, generally unrealistic to obtain.

This is why I liked Fealty for this game, rather than statecraft. The extra growth would help you work more specialists, because its going to come down to a battle of your culture and science against the other civs, and fealty will do better than statecraft. That faith would help you use your reformation beliefs (though the +5 science per building is quite strong by itself).

Try to keep Morocco just barely not winning and remember that your science is going to get absurd when you hit the era for your 4th boost. Hopefully you've been planting acadmies.

He's allied with 5 maritime city-states though (it's easier to ally them with Statecraft) and has Clericalism. And he has Asceticism. I think that's enough food.

Also, without Statecraft I think Morocco would win Diplo uncontested.

He stated he does not have asceticism. You don't take clericalism if you don't have those allies.
People can keep this fallacy of statecraft=CS allies going if they want but its clearly wrong. For starts he is talking about how he is losing allies despite having statecraft. At worst he would just have allied status with all of those CS, practically speaking I bet he could remained allied with half of them. His win condition is his economy, the massive amount of bonuses in fealty that develop infrastructure are really key for that. That extra faith would mean at least half the cities could skip using hammers on Seowons or Public schools. His science is his win condition.

If I was him I'd actually stop growing, work every scientist and culture specialist possible; then dump all that gold and faith into research labs. Forget food, forget production. You need science and social policies that fuel science. If you cannot outright beat Morocco you need to race him. Your science is going to jump massively when once all those cities have research labs (with +5 science due to Jesuit Education), and if you get Freedom's 3rd tenet there is going to be another massive jump. Its not wrong to slow Morocco down with spies or proposals if you can.

I don't Morocco would win uncontested if not statecraft. The main benefit of statecraft for someone not pursuing a diplo win would be denying another guy the Palace of Westminster, but Morocco built it.
Also this mod has extra wonders, which could change things a lot.
 
I actually did get Asceticism with the Enhancer. Food hasn't been a problem, yeah.

I'm 5 deep in Order. Freedom wasn't an option; Morocco went Order and just hit influential with me. I'm in the aforementioned race now:

Cities are mostly done with science buildings. Got a few working on Recycling Centers (literally zero aluminum in all that land) and the rest working on whatever production buildings are left and some bombs for express delivery to Russia and hopefully Morocco. Currently seven techs ahead.

Multiple Decolonization attempts have failed. A Travel Ban was passed by Denmark, but it doesn't seem to have slowed Morocco down much. He may just pull out a CV before the DV is possible.

Did you use the two free techs yet? Keep in mind that taking order gave Morocco more tourism with you (I assume you are the hold out?)

there are some games where you win by just taking a big enough lead, there are games where you lose in everything but get a victory condition off with turns to spare! Don't give up!

Not even close to being the holdout. Russia and Egypt both took Freedom and had the culture to stave him off; they're now getting -70% and -50% on Morocco's tourism mods.

He's actually only 45% influential with Egypt, so I might have been a little overly concerned, there. Spaceflight Regulations got passed, which is annoying. Nuclear missile is on its way to his doorstep, have 6 turns to Robotics for Hubble. I'm leaving the Firewall for Russia or Egypt to grab if they make it that far. Going to keep proposing Decol so he can't throw all his votes into UN.

AI has dogpiled me, and in doing so given Morocco everything they need to win. On the same turn, they all voted to: Sanction me, enact the UN and not Decolonize Morocco. Immediately afterwards, everyone piled their Diplo units into my CS just in time to take away my ability to keep proposing World Ideology Freedom. With the sanctions, mass war with TR pillaging and theft of all my CS, my happiness is tanked. Thanks to Spaceflight Regulations, most of my cities are taking upwards of 30 turns to build a SS part. Currently working on SS parts in two cities and Recycling Centers/SS factories everywhere else. Should have built more than I did earlier, but I didn't think it'd really be necessary.

Currently waiting for the UN vote to come up; if Morocco is able to propose WI Order, I'm calling it.

Was absolutely not expecting that to ever actually pass. It was only proposed to exploit the WC mechanics and keep Morocco from being able to propose Order instead.

Do they now need to repeal that successfully in one session and then propose Order as the WI in another? I don't have any experience with this late game WC stuff.

Unless I’m mistaken (it has been awhile since I wrote the CSD code) he won’t be a candidate for the vote. Only those following.
