Promise to not declare war should extend to protected City States

Attila and I agreed to not declare war on each other for 20 turns but then he turns around and declares war on my protected ally, with no diplomatic penalty. If I declare war, then I will be hit with negative diplo all other civs
 
I think there definitely should be some sort of diplomatic penalty for attacking protected city state.
 
Surround the city with your own units so they cannot take it.
That reminded me of how neutral scouts tend to always be in the worst spot possible while you are fighting with someone, as if they choose these tiles on purpose to help your enemy. Surrounding a city with your own units is like an epitome of such behaviour, turned against the AI:lol:
