Do they mean I gain an advantage while I am in ROUGH or OPEN or that I have an advantage AGAINST those terrain types? The wording is abysmal on English version because it is so ambiguous

Both.
If you have shock, you get the strength bonus on defense when you are standing in open terrain, you get the strength bonus on offense when you are attacking into open terrain.

And similarly for drill and rough terrain.

I wondered the same thing. Edit: I see the question was answered while I was entering my post.

In other words the bonus applies to the hex the combat takes place on. I had to ask because I was having trouble choosing a tree when I normally use my first promotion to pwn a barb camp.

I would extend your question if you don't mind.

Does ranged combat bonus (for archers and such) also work when they defend on such terrain? Im asking cause the description clearly says it adds a bonus to ranged combat, which their defense is not.

And what happens when an archer with bonuses to ranged attacks becomes a rifleman, without ranged attacks? Are the promotions lost, or do they convert to bonuses to regular combat?

The promotions stay, but they are useless.

This is why longbows and CKN are not quite as powerful as they appear.
