prompt missing when trying to liberate city state (late game)

I have read that this is a common bug - in my late game I have captured a city state that has been invaded by another AI player and wanted to liberate it. When capturing it, there is no dialogue to choose what I want to do with it (annex, liberate etc).

I have tried reloading just before I capture the city to no avail. Is there an actual fix for this?

You have probably captured it beforehand or you never met the city-state in the first place to liberate them.

I have had the problem (after I have met everyone) and been forced to just annex/ puppet it.

try reload the save and do it again
