Can anyone shed some light on this.

I am trying to incite propaganda on an American city on my border but when I go through the Intelligence Agency, plant a spy and have an embassy set-up, the message says the Americans are immune to Propaganda.

What is the story with this and can I make the bastards listen

Democracies are immune to propoganda. So you'll have to convince them to get out of democracy (through war perhaps?)

Thanks for that. No I know why, I have no resolution as war will hold me back devlopment wise even though i would roll them. They also have MPP with the other 2 big powers which I don't want to defend myself against as I am playing this time in a peaceful mode.
