Proposal for amendment voting

IDK if this has been said yet or it is already in place, but instead of having a 2/3s majority of all the citizens, why not have a 2/3s majority of only the citizens that voted in a said constitutional amendment? Some people may not or cannot vote at a certain time or we have a large influx of new people and they don't all vote. If they don't agree with the thing they could just abstain or vote no, instead of not voting at all. I just think that a 2/3s majority of the people who actually voted is more efficient.
