Protecting a City-State

Hi, I found a city state, Hanoi and then I met Germany. Then this pops up 2 turns later.

"Germany announces to the world that it is now protecting Hanoi. Attacking the City-State will greatly damage releations and may lead to war."

I wanted to find out if i could do that so i reloaded the game a turn earlier. I can't see the option. How can i protect Hanoi?

You have to be their ally then you talk to them and hit the "pledge to protect" button.
