Protection from spies?

Hey, folks...

Does anyone know the best ways to protect your resources, cities and farms from destruction by enemy spies?

Does having units on the tile make a difference? It didn't seem to but I just got the expansion for BTS and haven't played many games yet. Or is the best way just to spend points on counter-espionage missions by your spies in your enemy's territory?

I didn't see many other threads on spies on this site's forums. If someone knows of any could you let me know? Thanks!

Stack spies on the tile you wish to protect or even stock spies at your borders to alleviate those sneaky rascals of your enemy.

So you can't simply have soldiers at the borders? spies are needed to catch other spies? thanks!
