I think it would be cool if we could create Provinces/States of our empire. So that instead of assigning a governor to a city you could assign them to a group of cities. Of course, the trade-off would be that their abilities would be spread across the whole province to discourage large provinces.
The idea is that you could build a Provincial Palace in a city and designate it a provincial capital, then you can assign up to three cities to it. Trade routes within the same province should be a bit better than a trade route to another province. Also, the provinces should support custom names.
If you want to go further you can add a lower tier of provinces in the form of colonies. They would function the same as a normal province but infrastructure would cost slightly more in a colony. When a colony is big enough you could make it a province.
I just think it would add an extra touch that makes the empire feel more alive.
