I was growing increasingly confused at coming back to the game, pressing "continue", and having to repeat actions that I know I performed before I manually saved and quit. It turns out that "continue" simply loads the most recent auto-save. I expected it to load the most recent save, period.
Auto-saves are saved at the start of a turn. Manual saves can be anytime. I tend to manually save after I am finished with my turn, but before clicking "end turn".
So, if you are like me, and manually save your game before clicking "end turn", you need to explicitly load that save next time. If you quit at the very beginning of a turn, you would likely never notice the difference.
I believe Civ 6 always loaded your most recent save if you pressed "continue". I'd love to see that implemented here.
