Puppet Cities and Courthouse

I was just wondering if puppet cities ever build the courthouse. The production choices buy puppets in this game are questionable at best but I do see them build happiness buildings at times but have never seen one building a courthouse. So I was just wondering if this ever happens but just infrequently or if it never happens.

Since court houses are used in annexed cities and not puppet cities... That's a no.

and i have never seen puppet building courthouse.
been playing 3rd day the game came out.
