I just noticed two things in my current 4.2.2 game involving puppet cities. The capitulated / conquered AI's never bothered to rebuild the ocean tile / workboat improvements I pillaged while we were at war. They repaired the land tiles I pillaged, but I see tons of workable fish / coral / pearls etc etc going unworked. Like the AI forgot about them. Enemy AI will rebuild those improvements, I have destroyed the same fishing boats repeatedly during extended wars. But puppets don't. That cannot be by design.
Another thing... I chose to annex one of the puppets so I could force out some work boats to rebuild improvements. When I did and could see the production selection / queue there were religious buildings like Stupa and Monastery that COULD be built but weren't.
So because I had a tendency to ignore puppet cities and just let the AI workers repair the land tiles (or throwing my workers at them and automating them), and I conquered some of these WAAAAYYYYYY back, I missed out on the sea resources and yield improvements for hundreds of turns. And by the AI not building faith buildings, even more so. Wasted potential production/science/faith/culture.
I am so close to winning this game (if it would stop f*king crashing, I just went in and turned the gfx settings down to low everything and was scrolling around the map aghast at the low quality, how I noticed this) I am not going to restart or revert back to when those wars happened hundreds of turns back. I literally have over a week invested in this game.
