If a puppet city builds a happiness building, will the happiness from it contribute to my global happiness?

Yes, but all happiness buildings (circuses, colosseums, theaters, stadiums) in all cities (puppeted or not) are Local City Happiness. Local City Happiness will be included in your overall happiness totals up to local city population. So, for example, if a 3-pop puppet builds a colosseum and has no other local city happiness buildings, the full 2 happiness will accrue towards your total happiness. If that same 3-pop city then built a Theater, only 1 additional happiness would accrue. When its pop rises to 4, an additional happiness will accrue.

Happiness buildings are such a low priority to puppets (Honor policy induced defense buildings excluded) that it's extremely unlikely a puppet would build a happiness building it didn't have the population to fully use.

Unless your empire is unhappy when the puppet starts its building queue, or if it is a circus (they like maintenance free buildings)... or, like you mention, Professional Army or Neuschwenstein and defensive structures, or the Satrap Court... otherwise they will probably be working on the Stock Market before a Colosseum.
