i took this idea from civ 5 . can something like this happen in civ 4? what if you use the colony creation code

Someone made a mod to do this but it replaced the vassal/colony. It did not add a new type.

I know that the Total War Mod has a lot of that Vassal- and Colony-stuff and also different options to make kinds of "Puppet States" and "Annexed Territories"... I was trying, long before, to make it modular, but I failed, because of my lacking knowledge about that...
