I've downloaded some maps, etc. What is, and how to do with these .py ?

Those are python map scripts. I think you put them in the \Firaxis Games\Sid Meier's Civilization 4\PublicMaps folder. Then when you start a game and select "Play Now!", you should see the map script listed.
