Wasn't sure where I should post it, but I know that the devs from Firaxis check out these forums once in a while so hopefully they'll see this question and either update their tutorial to cover this in greater detail, or just answer it here.
So about the gloss map:
I can add shininess and the gloss texture, but the texture doesn't appear to have any effect on where the shininess is stronger or weaker. From looking over the nif files it appears that there also suppose to be a light added to the scene for this to work. However, even using the example files I still was unable to achieve the proper effect. I'm obviously missing something basic but I don't have a clue as to what it might be.
As for damage decal textures for mech. units:
The problem here is that the tank_complete file doesn't use team color, and has the damage texture in the decal map, and the main texture in the detail map. Now, to add team color, the main texture suppose to go into the decal slot, so what happens with the damage texture? In either case I tried doing it both ways and regardless I always get an untextured tank.
If somebody already figured this out please do share the information with us.
Otherwise I hope Firaxis artists will provide us with this information.
