[MOD] Question about City-State Placement, Modding.

I see city-states placed terribly 90% of the time and conquering them literally makes zero sense. It usually appears as city-state is one tile away from being on river,coast or just 4 tile away from every possible resource that it could have acquired.

And the worst part is they actually block you from settling good and reasonable positions near them.

So is there any way of changing cs-placement ?
